The legislature library is essentially a special
catering to the needs of the legislators in the discharge
of their functions. It
has its origin in the Dewan’s Office of the erstwhile
Travancore State. It
was renamed as the Legislative Library in 1921 and has
since been exclusively meant to meet the information needs
of the Members of the Legislative Assembly.
The library with more than one lakh books, reports,
gazettes, back volumes of periodicals and newspapers etc.
is one of the best reference libraries in the State.
Computerisation of the library operations is in
progress and is likely to function soon.

detailed in the Library Rules.
Legislature
library is presently divided into the following functional
units:
REFERENCE
The primary concern is to cater to the information
needs of the Members of the Legislative Assembly and other
users. Information materials are kept ready in
anticipation of topics that are likely to come up for
discussion in the Assembly. Photocopying facility is also
extended. The
home journal of the Kerala Legislature “Samajikan” is
brought out under the auspicies of the Library Advisory
Committee.
LIBRARY
The library is concerned with acquisition of books,
periodicals, news papers, gazettes etc.
Documents are purchased on the recommendation of
the Library Advisory Committee and approval of Hon.
Speaker. The
acquired documents are processed and made available for
use. Books
are classified on the basis of Colon Classification and
Catalogued by the scheme of Classified Catalogue Code.
Circulation of books and related things are
available in the Library Rules.
The ‘Legislature Library Bulletin’ provides the
additions to the library every month.
DOCUMENTATION
Preparation
and updating of index to articles in various
periodicals/legislature committee reports etc. available
in the library is done in documentation. ‘Legal and
Constitutional Digest’,incorporating articles of
Legislative interest from recent periodicals is prepared
here.
PRESS CLIPPING
The press
clipping service caters to the information needs of the
Members of the Assembly by providing them relevant and
up-to-date press clipping of news items on important
developments in legislative, political, economic,
socio-cultural, scientific and technological fields, taken
from selected Malayalam and English news papers.
Presently there are 146 press-clipping folders.
MEMBERS REFERENCE BRANCH
To meet the
information needs of the Members while the Assembly is in
Session a Members’ reference Branch is functioning in
the Assembly Building close to the Assembly Chamber.
There is well- equipped reference collection of
books, periodicals, newspapers, press clippings etc, to
meet the requirements.
LIBRARY EXTENSION COUNTER
To meet the information requirements of the Members
of the Assembly at their door step expeditiously an
extention counter of the Library started functioning in
the Legislators’ Home from 1992.
It is equipped with Ready reference materials,
Newspapers etc.
