Son of Late Shri.Bhanu Panicker and Smt.Bhavani  born on 12th April, 1928; MA, LLB.
 
Started political life as an active worker of Students Congress in 1946;While a student became the member of Vakkom Panchayatin 1953;Undergone imprisonment in connection with the High Court Agitation in 1956 and in connection with the agitation against the arrest of Smt.Indira Gandhi in 1978; Served as Syndicate Member, Kerala University; President, D.C.C. Thiruvanthapuram; General Secretary, K.P.C.C; Vice President,K.P.C.C; A.I.C.C. Member for 25 years.
 
Served as Minister for Agriculture and Labour from September 1971 to March 1977;Minister for Health and Tourism from January 1980 to October 1981,Speaker Kerala Legsilative Assembly from May 1982 to December 1984;Elected to VIIIth and XIth LokSabha; Served as Chairman of the Committee on Public Undertakings of the Parliament; Chairman of the Committee on subordinate legislation of the parliament; Chairman of the Consultative Committee of Experts to the CIDP of Inter Parliamentary Union, Geneva for 5 Years; Delegate to the Commonwealth Parliamentary Conference held at Bahamas in 1982,Nairobi in 1983,Isle of Man in 1984 and Australia in 2001;Lieutenant Governor of Andaman and Nicobar Islands, for 3 years from March 1993.Leader of the Indian delegation to the Global Conference on the Sustainable Development of Small Island Developing States held in Barbadose in 1996;Elected to the Office of the Speaker, K.L.A for the second time in June,2001.
